What produces a 150 ms ping
Usually intercontinental distance — Europe to the US West Coast, or Asia to Europe. The other common causes are satellite internet, severely congested networks, and games that place you in a region chosen for your party rather than for you.
Can you improve it?
Depends entirely on the cause, and the difference is large. If a regional server exists and you are not being routed to it, switching can cut this by two thirds. If the distance is genuine, the floor is set by physics and local tuning will only remove the congestion component — typically 20-40 ms.

Only if it is not caused by distance. Check the server region first — if the game is routing you to another continent while a closer option exists, that single change fixes most of it. If the distance is real, no VPN, setting or hardware will beat the speed of light.
Does a gaming VPN reduce 150 ms ping?
Occasionally, and only when your ISP is using an inefficient route. A VPN adds a hop, so it usually increases latency. It helps in the narrow case where the tunnel happens to take a shorter path than your ISP chose.
