What produces a 20 ms ping
A wired connection to a server a few hundred kilometres away, or a good connection routed through a national exchange. Also a typical result for cable users hitting their nearest regional game server.
Can you improve it?
Realistically 3-8 ms. Ethernet instead of Wi-Fi, a router that is not saturated by other devices, and choosing the nearest server region are the three changes that actually move this number.

Yes. Matchmaking in games like CS2, Valorant and Apex regularly places players between 10 and 60 ms. At 20 ms you are on the favourable side of that spread.
Will a faster internet plan lower my 20 ms ping?
No. Latency is set by distance and routing, not bandwidth. A 1 Gbps plan and a 100 Mbps plan to the same server produce the same ping — extra bandwidth only helps if your line is genuinely saturated.
