What produces a 5 ms ping
Typically fibre or a good cable connection to a server in the same city or metro area, over Ethernet rather than Wi-Fi. Regional game servers in large hosting hubs — Frankfurt, Amsterdam, Ashburn, Singapore — routinely produce 3-8 ms for nearby players.
Can you improve it?
Realistically none worth chasing. Going from 5 ms to 3 ms changes nothing you can perceive. Your effort is better spent on keeping jitter low, since a stable 5 ms beats a 5 ms average that spikes to 40 ms.

Is 5 ms ping better than 20 ms in a real match?
Measurably yes, perceptibly barely. The 15 ms difference is about two frames at 144 Hz. It matters at a professional level and in duels decided by a single frame, but it will not be the reason you win or lose a normal match.
Can Wi-Fi give 5 ms ping?
Modern Wi-Fi 6 on a clean channel can reach 5 ms, but it holds that number far less consistently than Ethernet. The average may look identical while the jitter is several times higher — and jitter is what you actually feel.
